Basement Flooring and Subfloor in Rockford, IL

Updated

Short answer

Flooring over a concrete slab runs $4 to $15 per sq ft installed (HomeGuide). Check moisture first. A subfloor of raised panels adds warmth and a gap for damp air, and the finish floor goes on top.

Start with the slab

A basement floor is a concrete slab poured on the ground. It is cold, it can be uneven, and it passes moisture vapor even when it looks dry. Most flooring problems in basements come from skipping that fact. Before choosing a floor, test the slab for moisture, look for cracks and low spots, and find out where water goes when it rains.

If water enters the basement, no floor will fix it. See walls and moisture for sump pumps and waterproofing, then come back to the floor.

Subfloor options

A subfloor sits between the slab and the finish floor. Raised plastic or composite panels with a dimpled underside create an air gap, so vapor under the floor has somewhere to go. The best known brand is DriCore, but several makers sell the same idea. Some panels come with an OSB top layer. Others are a foam board you cover with plywood. Either way, the subfloor adds some warmth and levels small dips. It also costs floor height, and height matters in a basement that is already tight. See basement ceilings.

Ask each bidder what they plan to do about edges and transitions too, since a stair nosing, a doorway or the joint at a floor drain is where a floating floor most often fails first. Skipping the subfloor and gluing flooring straight to concrete is cheaper. It works on a slab that tests dry and stays dry, and it is a gamble on one that does not.

Finish floors that work below grade

  • Luxury vinyl plank or tile. Waterproof planks handle humidity and small spills, and they float or glue down. This is the most common choice.
  • Carpet over pad. Warm and quiet, but it holds moisture, so it needs a dry slab and usually a barrier.
  • Tile. Handles water well. Cold and hard, and it needs a flat slab.
  • Sealed or stained concrete. Cheapest, and it shows every crack.

Solid hardwood is a poor fit below grade because it moves with humidity. Engineered products tolerate it better, but check the maker's rules for basement use.

What drives the price

HomeGuide (updated February 6, 2026) lists flooring at $4 to $15 per sq ft installed. Angi (updated July 9, 2026) shows $1,500 to $4,500 in total, or about $3,000 for 500 square feet. This Old House (page titled 2026 Pricing, update date not shown) gives $2,000 to $12,000. Material choice is the biggest lever, followed by slab prep, since grinding and patching add hours. A subfloor layer is extra. None of these figures is specific to Rockford. See the cost page.

Permits

Rockford exempts tiling and carpeting from the building permit. If the flooring is part of a larger finish with framing and wiring, the permit covers the project as a whole. These fee schedules are undated on the permit offices' own sites. Confirm with the permit office before relying on a dollar figure.

Radon and cracks

Cracks, floor drains and the joint between slab and wall are the paths radon and moisture take. IEMA says to retest after renovations, so test after the floor goes in, not only before. Winnebago County Health Department sells radon test kits.

Older Rockford houses

In a house built around 1963 (Rockford's median), the slab may be thin, patched or sloped toward a floor drain. Crews often self-level or patch before any floor goes down. Ask for slab prep as its own line in the quote.

The sequence

  1. Test the slab for moisture and fix any water source.
  2. Patch cracks and grind or level high and low spots.
  3. Install the subfloor panels, if used.
  4. Lay the finish floor after the walls are painted, or before baseboard.
  5. Set trim and transitions, and retest radon.

Common questions

Basement Flooring: questions

How much does basement flooring cost?

HomeGuide puts installed flooring at $4 to $15 per sq ft, Angi at $1,500 to $4,500 and This Old House at $2,000 to $12,000. These are national numbers. See the cost page for sources.

Do I need a subfloor in a basement?

It is optional on a slab that tests dry and stays dry. Raised panels add a gap for vapor and some warmth, and they cost floor height. A slab with moisture problems should be fixed first, not covered.

What is the best flooring for a basement?

Waterproof luxury vinyl plank is the most common pick, with tile and sealed concrete close behind. Carpet works on a dry slab. Solid hardwood is a poor fit below grade.

How do I test a basement slab for moisture?

Contractors use a calcium chloride or in-slab humidity test. A simple check is to tape plastic sheeting to the slab for a couple of days and see if moisture collects. Flooring makers publish their own limits.

Do I need a permit to replace basement flooring in Rockford?

Rockford exempts tiling and carpeting. A floor installed as part of a larger remodel falls under that project's permit. Other villages and the county have their own rules, so confirm with your office.

How much floor height does a subfloor take?

Raised panels add around an inch or more, depending on the product. Check the manufacturer's spec and measure your ceiling first, since habitable space needs 7 feet under the 2021 IRC.

Should I retest for radon after new flooring?

IEMA says to retest after any renovation or addition. Flooring changes how the slab is covered, so test again once everything is done. County health sells kits.
