Basement Permit Office for Every Winnebago County Town

Updated

Short answer

Rockford and Loves Park issue their own. Machesney Park is inspected by Loves Park. The Winnebago County Building Division issues for unincorporated areas and for Cherry Valley, Durand, New Milford, Rockton, Roscoe and South Beloit. The table below names the office for each place.

Why the answer depends on the town

Winnebago County has 14 places with their own page on this site, plus a catch-all for the rural townships. Each municipality adopts its own building code and runs its own permit office. A basement that sits two miles from yours can answer to a different office, a different code edition and a different fee formula. Of the 14 places, 9 send permits to the Winnebago County Building Division, and 4 have a permit office that states the 2021 International Residential Code. 9 are listed under the county's older 2015 code page, and the county listing looks out of date next to the state baseline, so confirm it with the office.

Offices and code editions come from each municipality's own pages, researched October 26, 2026. A blank means we found nothing to publish, not that there is no rule.

The four offices you will deal with most

  • City of Rockford. Construction and Development Services, 425 East State Street, (779) 348-7158.
  • City of Loves Park. Building Department, 100 Heart Boulevard, (815) 654-5033. It also inspects for the Village of Machesney Park under a cooperative agreement that began October 18, 2017, so inspections in both places are scheduled through that number.
  • Village of Machesney Park. Building Division, 300 Roosevelt Road, (815) 877-6072, with residential permits filed online through Citizenserve.
  • Winnebago County Building Division. 404 Elm Street, Room 403, Rockford, (815) 319-4350. It permits and inspects in unincorporated areas and for Cherry Valley, Durand, New Milford, Rockton, Roscoe and South Beloit.

These come from City of Rockford, Building Permits, City of Loves Park, Building Department, Village of Machesney Park, Permits and Fees and Winnebago County, Building Division. Phone numbers and street addresses change, so use the municipality's own site if a call does not connect.

If your address is unclear

Check your property tax bill or ask the county, because a Rockford, Loves Park or Machesney Park mailing address can fall in a different jurisdiction. If a place has a page of its own on this site, that page gives the office, the code and any rule that is particular to it. The gap on a thin page is shown as a gap.

The statewide rule on whether you need a permit at all is in the Illinois permit guide.

Town-specific pointers

  • Roscoe. The village issues zoning permits and tells residents to contact Winnebago County Planning and Zoning at 815-319-4350 for building permits. It says zoning permit review takes up to two weeks during peak construction season. Whether an interior basement finish needs the zoning permit is not stated, so ask when you call. Roscoe's village code also says general contractors and construction managers must register with the village (Village of Roscoe, License and Permits, Village of Roscoe, Code Chapter 110).
  • Rockton. The village issues a Zoning Permit and the county issues the Building Permit (Village of Rockton, permits). The village's own code section still lists 1990s model codes, so do not treat it as the current rule.
  • South Beloit. The city has no building permit desk of its own. Its code adopts the county's permits and fees by reference, so the county schedule applies (City of South Beloit, Code of Ordinances chapter 14 (Municode)).
  • Cherry Valley. Village code Chapter 22 adopts the building codes currently approved by Winnebago County. Interior basement finishing is not on the village's permit forms list, so call the village or the Building Division (Village of Cherry Valley, Code Chapter 22).

Three steps to confirm your jurisdiction

  • Open your property tax bill or county parcel record and read the municipality named there.
  • Call that municipality's permit desk, or the county Building Division, and give the street address.
  • Ask two questions: does a basement finish need a building permit, and does it also need a zoning permit.

Write down the name of the person who answers and the date. If a contractor tells you no permit is needed, ask them to put that in the contract and show where the office said so.

Where to go next

This guide sits under Framing and drywall. Every price on this site, with its source and date, is on the basement finishing cost page.
