Basement Permit Fees in Rockford and Winnebago County

Updated

Short answer

Rockford charges a share of the reported project value plus a per-trade fee. Loves Park and the county both value a finished basement at $60 per square foot to set the fee. Starting without a permit doubles the fee. These fee schedules are undated on the permit offices' own sites. Confirm with the permit office before relying on a dollar figure.

Dollar figures below are what each office's posted fee schedule says. Most of those schedules are undated, and the Loves Park one was effective February 15, 2018. These fee schedules are undated on the permit offices' own sites. Confirm with the permit office before relying on a dollar figure. The cost page shows how permits compare with the rest of a basement budget.

City of Rockford

FeeAs the office states itSource
residential alteration or remodel permit0.55% of reported value including labor and materials (minimum $13)Fee schedule
each trade permit under the building permit$56Fee schedule
permit processing fee$50 per permit, plus a 10% technology surchargeFee schedule
starting work without a permitFees double, or not less than $274Fee schedule

The source is the city fee schedule, City of Rockford, permit fee schedule (undated PDF). In plain terms, a residential alteration permit is priced on the total reported value of the work, labor and materials together, with a minimum, and trade permits are added on top. The city says no plan or permit fees are refunded. It also says the building official may waive the doubling penalty for owner-occupied property if no permit was obtained in the last year, so the penalty has a discretionary edge, but it is not something to plan around.

City of Loves Park

FeeAs the office states itSource
finished basement valuation$60.00 per sq ft (building official's valuation for the fee)Fee schedule
permit processing fee$40.00 per permit; extra inspections $50 eachFee schedule
plumbing permit$15.00 per fixture opening (a sump pump counts as one)Fee schedule
starting work without a permitFee doubles, not less than $250.00Fee schedule

Loves Park's schedule lets the building official value a finished basement at $60.00 per square foot to compute the fee. For an 800 square foot basement that valuation is $48,000. The fee then comes from a valuation table. The table starts at $40 for $0 to $2,000 of value and rises in $5 bands; above $20,000 it is a flat rate per $1,000. Three inspections are included (footing, rough-in, final). Because the file is dated 2018, ask the office whether it still applies (City of Loves Park, fee schedule effective 2/15/2018).

Village of Machesney Park

The village sets fees by board resolution (Appendix B of the village code) and its permit page says costs are “determined by the Building Clerk,” so we found no published remodel formula. It does state that starting work before the permit is issued doubles the fee, not less than $250.00 (Village of Machesney Park, Permits and Fees).

Winnebago County

FeeAs the office states itSource
interior remodel and finished basement valuation$60.00 per sq ft, then the permit fee comes from a Structural Valuation TableFee schedule
processing fee$40.00 per trade (structural, electrical, HVAC, plumbing)Fee schedule
egress window permit on an existing structure$30.00 each plus the $40.00 processing feeFee schedule
additional or re-inspection$40.00Fee schedule

The county schedule is Ordinance 2016 CO 073. It treats Interior Remodel and Finished Basement as $60.00 per square foot of valuation, then reads the permit fee from a Structural Valuation Table. The processing fee is $40.00 per trade: structural, electrical, HVAC and plumbing (Winnebago County, building fee schedule (Ordinance 2016 CO 073)).

What the national guides say

Cost guides put permits at a share of the project. $200 to $1,000 (HomeGuide, national, updated February 6, 2026) is HomeGuide's range and $1,200 to $2,000 (Angi, national, updated July 9, 2026) is Angi's. Angi's Chicago page runs higher at $1,000 to $5,000 (Angi, Chicago IL, Chicago, IL, dated April 20, 2026). These fee schedules are undated on the permit offices' own sites. Confirm with the permit office before relying on a dollar figure.

Why the penalty rule matters

Every office above treats work started without a permit as a doubled fee with a floor: Rockford not less than $274, Loves Park and Machesney Park not less than $250. A basement finish is the kind of job where walls close over wiring and plumbing, so the cheap moment to get the permit is before the first stud is nailed. Rockford's own application asks for finished basement square footage, so a missing permit is easy to spot at sale time.

A worked comparison

Offices price the same basement by different rules, so the cheapest office depends on the job. Take an 800 square foot finish. Loves Park and Winnebago County both value it at $48,000 using their $60.00 per square foot rule, then read the fee from a table. Rockford does not use a per-square-foot rule; it prices from the total reported value of the work, which is why the contract price or a materials-and-labor estimate matters on that application. A $30,000 reported value in Rockford is charged at the rate in the table above, and the trade permits, the processing fee and the technology surcharge are added to it. We do not total these because the schedules do not say what the surcharge applies to, and each is undated. Ask the office for a quote on your own numbers before you build the budget.

Fees that surprise people

  • Trade permits stack. Rockford charges each trade permit separately, and the county charges its processing fee per trade.
  • Extra inspections cost money. Loves Park includes three inspections and charges $50 for each extra one; the county charges $40.00 for an additional or re-inspection.
  • No refunds. Rockford says no plan or permit fees are refunded.
  • A contractor change costs a fee too. The county lists $40.00.

These are the lines that make a permit more than the headline number. Put the permit in the contract so you know who is paying for which part.
