No cost guide publishes a Rockford figure (Angi, HomeGuide, Thumbtack and Fixr have no Rockford page), so every range on this site is a national average or a Chicago-area or Columbus, Ohio guide, and each one is labelled that way.

Why 1,000 is the benchmark

A thousand square feet is the size cost guides use most. Thumbtack's framing figure is for 1,000 sq ft, and This Old House and Angi both express their low-end ranges in 1,000 sq ft totals ($7,000 to $23,000). That makes it the best size to compare sources. The spread is very wide: the low-end rows are a fraction of HomeGuide, and the Chicago row is a multiple of it. HomeGuide's range is the one to plan with. The others bracket it.

What each row means

  • Open plan, $30,000 to $40,000. A single large space with finishes. No interior rooms.
  • Three rooms, $40,000 to $50,000. The additional walls, doors, lighting and finishes of a division into three rooms.
  • Chicago, $55,000 to $145,000. A metro labor market. Use as an upper bracket.
  • Columbus, $20,000 to $76,000. A mid-cost Midwest metro.
  • Low-end, $7,000 to $23,000. A bare-shell reference that cannot hold a bathroom or egress.

A typical 1,000 sq ft plan has a bedroom, a bathroom and a rec room. At national prices the bedroom ($3,000 to $12,000) and bathroom ($2,500 to $12,500) are priced separately from the finish, so check whether a bid includes them or sits on top. If your basement takes on water first, add the waterproofing line; see that guide.

Permit fees follow size too. Loves Park and Winnebago County both let the office value a finished basement at $60.00 per square foot, so a 1,000 sq ft basement is valued at $60,000 before the fee table is applied. Rockford prices from the total reported value of the work instead. These fee schedules are undated on the permit offices' own sites. Confirm with the permit office before relying on a dollar figure.

How to use the range

Get three bids with the same drawing. Compare them line by line against the cost page. A bid far below HomeGuide's open-plan row is leaving something out: permit, egress, electrical or waterproofing. A bid far above the three-room row should name the reason. The checklist in the contract guide lists what a written bid must contain in Illinois.

The sizes on either side are in the 750 sq ft guide and the 1,500 sq ft guide.

An add-up for a three-room plan

Take HomeGuide's three-room row for 1,000 sq ft, $40,000 to $50,000, and add a bathroom and two installed egress windows for two bedrooms. The total is $46,500 to $72,500. It is our arithmetic from published ranges, not a quote, and the lines may overlap, since the three-room row may already include some of the same work. The point is the scale: add-ons move a 1,000 sq ft plan a long way above the headline row.

Three bids, same drawing

Give each bidder the same one-page plan: the rooms, the bathroom location, the egress openings, the ceiling system and the floor system. Ask for line items. When the totals differ, the lines tell you why: usually the permit, the egress cuts, the bathroom or the moisture work. A difference in framing or drywall is rarely the cause, since those lines move less between bidders than the add-ons do.

Quick answers

How much does it cost to finish a 1,000 square foot basement?

HomeGuide puts it at $30,000 to $40,000 for an open plan and $40,000 to $50,000 for three rooms, a national range updated February 6, 2026. Angi's Chicago size table is $55,000 to $145,000. See the cost page.

What does a three-room finish add?

HomeGuide's three-room row runs about $10,000 higher than its open-plan row at 1,000 sq ft, for the added walls, doors, lighting and finishes.

Can I finish 1,000 square feet for $10,000?

The low-end national tables show $7,000 to $23,000, but those are bare-shell references. See the guide to a $10,000 finish.

Is the permit included in the 1,000 sq ft price?

Not necessarily. Loves Park and Winnebago County value a finished basement at $60.00 per square foot, or $60,000 at this size, before the fee table. Ask each bid to name the permit.
