No cost guide publishes a Rockford figure (Angi, HomeGuide, Thumbtack and Fixr have no Rockford page), so every range on this site is a national average or a Chicago-area or Columbus, Ohio guide, and each one is labelled that way.

About the Chicago row

The $215,500 top of Angi's Chicago row is printed in its size table, and it does not match the page's own summary bullet, which tops out lower per square foot. We show the table exactly as printed because that is what the source says, and we do not use it to plan a Rockford budget. HomeGuide's 1,500 sq ft row, $45,000 to $60,000 open plan, is the figure to plan against.

What a 1,500 sq ft basement is

A full-footprint basement under a larger house. The size changes the project in ways beyond area. More area means more electrical circuits, more HVAC runs, a larger egress and alarm layout, and more chances for ceiling obstructions. A basement this big can hold two bedrooms, a bathroom, a rec room and a utility space, and the add-ons are a bigger share of the cost than the floor finish itself.

In this size range, HVAC becomes its own question. Angi puts basement HVAC at $2,000 to $3,000 and This Old House at $2,000 to $11,000, both national. Ask whether the existing furnace and ducts can serve a finished 1,500 square feet, and see what a finish includes.

Permit fees follow size too. Loves Park and Winnebago County both let the office value a finished basement at $60.00 per square foot, so a 1,500 sq ft basement is valued at $90,000 before the fee table is applied. Rockford prices from the total reported value of the work instead. These fee schedules are undated on the permit offices' own sites. Confirm with the permit office before relying on a dollar figure.

Permit, inspections and schedule

At this scale the project will have several trade permits and several inspections. Rockford adds a per-trade fee under the building permit and asks for 24 hours' notice for each inspection. See the fee guide and the stages guide.

Splitting the project

A large basement can be finished in phases: do the mechanical work, egress and one main space first, and add the remaining rooms later. Phasing keeps cash flow down but costs more in mobilization and can leave work under separate permits. If phasing is the plan, tell the contractor up front so the rough-in is sized for the whole space. Financing is a separate question; see how to pay for it.

Smaller sizes are in the 1,000 sq ft guide. All ranges are on the cost page.

An add-up for a two-bedroom plan

Take HomeGuide's open-plan row for 1,500 sq ft, $45,000 to $60,000, and add two bedrooms, a bathroom and two installed egress windows. The total is $57,500 to $106,500. This is our arithmetic from published ranges, not a quote; the lines may overlap and a three-room finish would sit higher. Even so, it shows that the rooms, not the floor area, set the top of the range.

Questions that matter more at this size

  • How many separate trade permits does the plan need, and who pulls each?
  • Is the existing panel big enough, or is a subpanel part of the bid?
  • Does the furnace serve the new space, and who checks that?
  • What is the schedule, and how many inspections are built in?

Quick answers

How much does it cost to finish a 1,500 square foot basement?

HomeGuide puts it at $45,000 to $60,000 for an open plan and $60,000 to $75,000 for three rooms, a national range updated February 6, 2026. See the cost page for the Chicago and Columbus tables.

Is the $215,500 Chicago figure realistic for Rockford?

It is the top of Angi's Chicago size table as printed, and it does not match the page's own summary. Treat it as an upper bracket for a high-end Chicago-market finish, not a Rockford price.

Does a bigger basement cost less per square foot?

In HomeGuide's open-plan rows the range per square foot stays at the same band from 500 to 1,500 sq ft, so size alone does not buy a discount.

Will my furnace handle a finished 1,500 sq ft basement?

That is a question for an HVAC contractor. Cost guides price basement HVAC separately at national figures. See the cost page.
