What Is Included in Finishing a Basement?

Updated

Short answer

A basic finish includes framing, insulation, drywall, a ceiling, flooring, paint and electrical, plus the permit. Rooms such as a bathroom, bedroom or wet bar, and fixes such as waterproofing, an egress window and radon work, are often priced separately.

The core finish

Cost guides split a basement into lines. These are the ones that make up the shell and finish of a basic room. The ranges are national, not Rockford quotes.

No cost guide publishes a Rockford figure (Angi, HomeGuide, Thumbtack and Fixr have no Rockford page), so every range on this site is a national average or a Chicago-area or Columbus, Ohio guide, and each one is labelled that way.

Rooms

Cost guides price rooms separately from the shell, because a room adds plumbing, electrical or code requirements that a rec space does not.

The questions that settle “included”

  • Does the price include the permit and the trade permits? Rockford adds a per-trade fee under the building permit.
  • Does it include cutting an egress opening for a sleeping room? See the egress rules.
  • Does it include smoke and CO alarms to code? See the alarm guide.
  • Does it include a radon test, or radon work if the result is high? See the radon guide.
  • Does it include moving or rerouting ducts, pipes or the panel?
  • Does it include haul-away of demolition debris?
  • Who buys the fixtures, flooring and lights, and is that an allowance?

Put it in writing

Illinois law requires a signed written contract or work order for home remodeling work over $1,000, listing the total cost and the parts and materials with reasonable particularity. A bid that says “finish basement” with no scope list is not that. See the contract checklist.

Totals by size are in the per-square-foot guide, and the full table is on the cost page.

How a good bid is laid out

A bid you can compare has the same shape as the tables above: shell and finish lines, room lines, system lines and a short list of exclusions. Ask for a total and a table, with quantities where a quantity applies (square feet of drywall, linear feet of wall, number of windows, outlets and fixtures). Ask for allowances to be listed with the amount, and ask who decides if the choice goes over. The Illinois rule that a contract over $1,000 lists parts and materials with reasonable particularity is the legal floor for that detail.

Common exclusions

  • Demolition and haul-away of old finishes.
  • Repairs found behind existing walls.
  • Painting beyond a stated number of coats.
  • Appliances, furniture and window coverings.
  • Anything on the “before the finish” list: water, radon, egress, permit.

Where to go next

This guide sits under Framing and drywall. Every price on this site, with its source and date, is on the basement finishing cost page. Quick answers

What is included in finishing a basement?

Framing, insulation, drywall, a ceiling, flooring, paint and electrical make the basic finish. Bathrooms, bedrooms, bars, HVAC, waterproofing, egress and radon work are often separate lines.

Does a basement finishing quote include the permit?

Not always. Ask whether the quote includes the building permit and the trade permits. HomeGuide puts permits at $200 to $1,000 and Angi at $1,200 to $2,000; see the cost page.

Is an egress window part of a basement finish?

Only if you ask for it. A sleeping room needs one, and cost guides price an installed egress window separately. See the cost page.

What should a finishing contract list?

Under the Illinois Home Repair and Remodeling Act, a contract over $1,000 must state the total cost, with parts and materials listed with reasonable particularity, and any charge for an estimate.
