Is Finishing a Basement a Good Investment?

Updated

Short answer

Partly. The 2025 Cost vs. Value report puts the national basement remodel at $52,012 of cost for $36,905 of resale value, 71% recouped. Appraisers count below-grade space separately, so the return depends on the finish and the use.

The number

The Journal of Light Construction and Zonda publish an annual Cost vs. Value report. Its 2025 edition lists the Basement Remodel at a job cost of $52,012, a resale value of $36,905 and a cost recouped of 71% (Journal of Light Construction, 2025 Cost vs. Value: Basement Remodel). Those are national averages for a mid-range remodel as the report defines it. The page did not show a Rockford or Illinois figure when we read it, so we do not give one. In the same table, a minor kitchen remodel recoups more than the total cost, and a primary suite addition recoups far less, so a basement lands in the middle.

Why the return is under 100 percent

Fannie Mae's appraisal rules require appraisers to follow the ANSI Z765 standard for above-grade and below-grade area. A level is below grade if any portion of it is below grade, regardless of the quality of its finish or the window area. A walk-out with finished rooms is not included in the above-grade area. The rules add that rooms outside the above-grade count “may add substantially to the value of a property, particularly when the quality of the finish is high,” and the appraiser adjusts for them on a separate line (Fannie Mae Selling Guide B4-1.3-05, above- and below-grade areas). So the basement does add value, but the appraisal does not price it like upstairs. See the appraisal guide.

What raises or lowers the payoff

  • Moisture and radon handled. A finish over a damp wall is a liability. See the waterproofing guide.
  • A permit on file. Rockford records finished basement area on remodel permits. An unpermitted finish can complicate a sale.
  • Code features. Egress in bedrooms, alarms and ceiling height decide whether the space can be used as a bedroom; see the bedroom guide.
  • A bathroom. It is also the biggest single add; see that guide.
  • Quality. Fannie Mae says finish quality matters to the value of below-grade rooms.

Other kinds of return

Resale is not the only return. Space for a family you already have, a home office, or a rental unit all produce value that is not in a resale report. If you plan to sell within a few years, the 71% figure is the one to weigh. If you will stay, the cost per usable square foot, which is the national $30 to $50, is the better test.

Compare before you commit

Put your own numbers next to the national ones: a bid from a verified contractor, and the ranges on the cost page. Ask a local real estate agent or appraiser what finished basements add in your neighbourhood. We found no published Rockford-specific data.

Running your own numbers

The national recoup rate is 71%. Applied to a bid, that is simple arithmetic: for a project that costs $40,000, a 71% return implies about $28,400 of resale value. This is our arithmetic on a national ratio, not a Rockford forecast, and the report's own project was $52,012. Replace the $40,000 with the bid you have, and treat the result as a rough lower-middle estimate for a mid-range finish. A finish that is cheaper per square foot, or that adds a bathroom and a legal bedroom, can come out differently.

Ask a local professional

A real estate agent who sells in your neighbourhood can say whether comparable homes with finished basements sold for more, and an appraiser can say how they adjust. Ask both for examples, not averages. That local evidence is worth more than the national ratio.

Quick answers

How much value does a finished basement add?

The 2025 Cost vs. Value report puts the national basement remodel at $52,012 of cost and $36,905 of resale value, 71% recouped. We found no Rockford figure. See the cost page.

Do appraisers count a finished basement as living area?

Not in above-grade living area. Fannie Mae's rules treat any level with a portion below grade as below grade regardless of finish, and report it separately with its own adjustment.

Is a basement bathroom worth the cost?

It is the largest single add in many plans. HomeGuide puts a basement bathroom at $2,500 to $12,500. No Rockford resale data separates it, so ask a local agent.

Does a permit affect resale?

Rockford's remodel permit records finished and unfinished basement area, so a permit leaves a record of the finish. We found no published Rockford data on sale-price effects.
