No cost guide publishes a Rockford figure (Angi, HomeGuide, Thumbtack and Fixr have no Rockford page), so every range on this site is a national average or a Chicago-area or Columbus, Ohio guide, and each one is labelled that way.
Reading the rows
HomeGuide labels its two rows an open-plan finish and a three-room finish. The three-room row costs more because it adds walls and doors. The Chicago row is the highest because Angi prices it for a metro market. The national size table is the lowest, and our pricing notes treat it as a low-end reference because it contradicts Angi's own average. For a 500 sq ft finish in Winnebago County, plan inside HomeGuide's ranges and expect a contractor's bid to land near the top of them if the house is older or the basement needs repairs.
What 500 sq ft usually means
A 500 sq ft basement is a small footprint, such as a partial basement under part of the house or half of a larger one. At that size the fixed costs matter more than the per-foot cost. The permit, the electrical panel work and an egress cut cost roughly the same as they would in a larger basement, so they weigh more per square foot.
Permit fees follow size too. Loves Park and Winnebago County both let the office value a finished basement at $60.00 per square foot, so a 500 sq ft basement is valued at $30,000 before the fee table is applied. Rockford prices from the total reported value of the work instead. These fee schedules are undated on the permit offices' own sites. Confirm with the permit office before relying on a dollar figure.

A bathroom in 500 square feet is a large share of the budget. HomeGuide puts a basement bathroom at $2,500 to $12,500, and an egress window at $2,000 to $5,000. If the layout can avoid both, the finish stays near the open-plan row. If a sleeping room is part of the plan, the egress is not optional; see the legal bedroom guide.
Ways to hold a small project to budget
- Keep one open room and add a partition later.
- Put plumbing and electrical on one wall.
- Choose a ceiling approach that fits the height; see the ceiling guide.
- Settle waterproofing before the finish; see that guide.
The same breakdown at other sizes is in the 750 sq ft guide and the 1,000 sq ft guide. All ranges, with sources and dates, are on the cost page.
An add-up for a small plan
Suppose a 500 sq ft basement is finished as an open plan with one bathroom and one egress window. Adding HomeGuide's open-plan row, its bathroom range and its installed egress range gives $19,500 to $37,500. That is our arithmetic from three published ranges, not a quote, and the ranges may overlap where a source counted items in more than one line. It shows why a 500 sq ft plan with a bathroom lands well above the headline row.
What to ask for in a bid at this size
- The permit and the trade permits, named and priced.
- The egress window and well as a separate line, if a sleeping room is planned.
- The bathroom fixtures, and whether an ejector pit is needed.
- A radon test before the work and a re-test after.
- The ceiling system and the floor build-up, with the resulting clear height.

Quick answers
How much does it cost to finish a 500 square foot basement?
HomeGuide puts it at $15,000 to $20,000 for an open plan and $20,000 to $25,000 for three rooms, a national range updated February 6, 2026. See the cost page for Chicago and Columbus tables.
Why is the Chicago number so much higher?
Angi's Chicago size table reflects a metro labor market and runs $27,500 to $72,500 for 500 sq ft. No guide publishes a Rockford figure, so treat Chicago as an upper bracket.
Is a 500 sq ft finish cheaper per square foot?
Often not. Fixed costs such as the permit, panel work and an egress cut weigh more in a small basement, so the per-foot cost can be higher than in a larger one.
Does the 500 sq ft price include a bathroom?
HomeGuide prices the bathroom separately, at $2,500 to $12,500. Ask any bid to itemize it.
